Pre Construction Lead

BAM UK & Ireland are recruiting for a Pre-Construction Lead to join the Facilities Management (FM) Team. The Pre-Construction Lead is responsible for leading all Pre-Construction activities across the Projects business, ensuring opportunities are effectively qualified, priced, and developed into commercially viable and deliverable projects. The role sits at the interface between business development, estimating, procurement, technical delivery, and project execution. The postholder will manage projects from initial enquiry through bid submission and handover to delivery, providing leadership on estimating, proposal development, risk management, procurement strategy, and client engagement to secure profitable growth. This role acts as the focal point for all project tenders, mini-competitions, framework call-offs, and energy or capital works opportunities.

This is a hybrid role and can work at any of our UK offices.

  • Develop winning strategies for tenders, frameworks and negotiated opportunities.
  • Manage opportunities through governance and stage-gate processes.
  • Build a strong pipeline of profitable projects with the work winning team.
  • Engage clients early to influence scope, requirements and solution design.
  • Take overall responsibility for the end-to-end bid process, managing programmes, deliverables and deadlines.
  • Coordinate input from operations, commercial, procurement, technical specialists and supply chain partners.
  • Ensure submissions are compliant, compelling and commercially robust.
  • Lead tender clarifications, presentations and client interviews.
  • Drive improvements in bid quality, win rates and governance compliance.
  • Lead project pricing, including energy works and capital programmes.
  • Develop cost plans, estimates and commercial models, maintaining estimating and benchmarking information.
  • Challenge assumptions and identify opportunities to improve margins and competitiveness.
  • Assess project risks and opportunities and incorporate them into pricing strategies.
  • Support commercial negotiations and contract awards.
  • Develop procurement strategies aligned with bid requirements.
  • Engage suppliers and subcontractors to secure competitive quotations and best value.
  • Develop preferred supplier relationships and undertake market testing and benchmarking.
  • Identify and mitigate supply chain risks while maintaining quality and compliance.
  • Work with operational teams to develop innovative and deliverable solutions.
  • Lead solution design for energy, lifecycle, fabric, M&E and sustainability projects.
  • Ensure proposals meet client requirements and operational objectives.
  • Support value engineering and whole-life cost assessments.
  • Promote digital and technology-enabled solutions where appropriate.
  • Ensure effective transfer from tender to project delivery.
  • Lead pre-start and handover meetings, communicating assumptions, risks, exclusions and commercial commitments.
  • Support mobilisation activities and capture lessons learned to improve future bids.
  • Lead multidisciplinary bid and pre-construction teams.
  • Mentor and develop estimators and project support staff.
  • Promote commercial awareness, collaboration and continuous improvement.
  • Support recruitment and capability development within the Projects team.
  • Establish standards, templates and best practice across pre-construction activities.
